THE LOCAL BYLAWS ARE SECONDARY SOURCE OF INFORMATION CREATED IN ACCORDANCE WITH AND IN ADDITION TO THE OFFICIAL TEAM MANUAL.  YOUR TEAM MANUAL IS YOUR PRIMARY SOURCE OF INFORMATION AND RULES IN THE TEAM MANUAL WILL BE FOLLOWED, WITH THE EXCEPTION OF THE REVISIONS BELOW. LOCAL BYLAWS DO NO APPLY TO HIGHER LEVEL TOURNAMENT PLAY.

  1. SCORESHEETSCONSIST OF GAMES, SETS AND MATCHES.  A RACE OF MULTIPLE GAMES IS ONE SET.  FIVE SETS EQUAL ONE COMPLETE MATCH.  IN THE BOTTOM LEFT HAND CORNER YOU SHOULD LIST NEW MEMBERSHIP DUES AND WEEKLY FEES IN THE SPACE PROVIDED.

a.)    DOUBLE JEOPARDY, $40.00 PER FORMAT, PER WEEK.

b.)   SINGLE FORMAT, $40.00 PER WEEK.

c.)   NEW MEMBERSHIP DUES $25.00 PER YEAR. MUST BE PAID TO BE ADDED TO ROSTER.  NEW MEMBERS WILL NOT BE ADDED UNTIL MEMBERSHIPS ARE PAID.

TEAM ENVELOPES ARE TO BE LEFT AT THE HOST LOCATION ON THE NIGHT OF PLAY.  ALL ROSTER CHANGES, MEMBERSHIP APPLICATIONS, AND WEEKLY DUES ARE TO BE INCLUDED IN THE WEEKLY TEAM ENVELOPE.  A BONUS POINT IS AWARDED TO EACH TEAM EACH WEEK IF ALL PAPERWORK IS COMPLETED, AND TURNED IN AT THE LOCATION OF MATCH PLAY, AND ALL WEEKLY DUES ARE INCLUDED. BONUS POINTS WILL NOT BE AWARDED TO "BYES".  

  1. ROSTER CHANGES – ADDING NEW MEMBERS TO YOUR ROSTER CAN ONLY BE DONE BY PAYING THAT MEMBERS DUES BEFORE THEY ARE PLAYED. PLAYING A NEW MEMBER BEFORE THEY ARE PAID WILL RESULT IN THAT SET BEING FORFEIT. AFTER WEEK 8 OF THE REGULAR LEAGUE SESSION THERE WILL BE NO ADDING PLAYERS TO THE TEAM ROSTERS WITHOUT PERMISSION FROM THE OFFICE.
  2. CAPTAINS MEETINGS - WILL BE SCHEDULED AT LEAST 1 WEEK IN ADVANCE. TEAMS REPRESENTED WILL BE ELIGIBLE FOR A WILD CARD DRAW, AND FOR THE WILD CARD DRAW YOU MUST HAVE A LEAST 1 PLAYER PRESENT FOR THAT TEAM TO DRAW.
  3. END OF SESSION TOURNAMENTS - DIVISIONS WITH 6 TEAMS OR LESS WILL SEND 1ST PLACE TEAM AND 1 WILDCARD TO THE “TRI-ANNUAL” TOURNAMENT. DIVISIONS WITH 7 TEAMS OR MORE WILL SEND 1ST, 2ND AND 1 WILDCARD TEAM. DIVISIONS WITH 10 TEAMS OR MORE (NOT INCLUDING "BYES") WILL GET 1ST, 2ND, 3RD, AND 1 WILDCARD.  THE FIRST ROUND OF THE “TRI-ANNUAL” TOURNAMENT WILL BE SEEDED BY DIVISION.

THE 1ST PLACE TEAM OF EACH DIVISION WILL QUALIFY FOR THE WQ (WORLD QUALIFIER) TOURNAMENT.   DIVISIONS WITH 11 TEAMS OR MORE WILL QUALIFY 1ST AND 2ND TO THE WQ.  THE TOP 4 TEAMS IN THE TRI-ANNUAL TOURNAMENT MAY ALSO QUALIFY FOR THE WQ.  IF A TEAM WITHDRAWS FULLY FROM THE TOURNAMENT, THEY CAN’T CHANGE THEIR MIND.

  1. WQ QUALIFIED TEAMS - ANY TEAM QUALIFYING FOR THE WQ MUST FINISH IN THE TOP HALF OF THEIR DIVISION IN EVERY SESSION AFTER QUALIFICATION.  TEAMS THAT DO NOT WILL BE REVIEWED.  ANY TEAM ADVANCING TO THE NATIONAL TOURNAMENT MUST KEEP THEIR PLAYERS ACTIVE DURING THE SUMMER SESSION.  DURING THE SPRING SESSION, QUALIFIED TEAMS HAVE 4 WEEKS TO ADD AND REMOVE PLAYERS, AFTER THE 4TH WEEK, THE ROSTERS ARE FROZEN, CANNOT ADD OR DROP A PLAYER AFTER THE 4TH WEEK.  ANY CHANGES MADE TO A QUALIFIED TEAMS ROSTER AFTER THE 4TH WEEK WILL RESULT IN LOSS OF QUALIFICATION FOR THE LTC.
  2. FORFEITS - PLAY MAY BEGIN WITH 1 PLAYER PRESENT, AND MUST BE CONTINUOUS PLAY, THERE IS NO GRACE PERIOD BETWEEN SETS. A TEAM WILL RECEIVE 2 POINTS FOR EACH INDIVIDUAL SET WHEN THE OTHER TEAM DOES NOT HAVE ENOUGH PLAYERS TO PLAY.  BYES & FULL TEAM FORFEITS = 8 POINTS. ANY SET THAT HAS BEGUN AND THEN IS INTENTIONALLY FORFEIT, WILL BE A 3/0 FORFEIT.  "1 BONUS" POINT WILL ALSO BE AWARDED IF ALL PAPERWORK & FEES ARE CORRECT AND TURNED IN ON TIME.  ANY TEAM THAT FORFEITS AN ENTIRE NIGHTS MATCH DURING THE LAST 2 WEEKS OF A SESSION, MAY NOT BE ELIGIBLE FOR END OF SESSION TOURNAMENTS.  ANY PARTIAL MATCH PLAYED MUST BE PAID IN FULL BEFORE ANY POINTS OR PLAY WILL BE RECOGNIZED, $40.00 PER FORMAT IN DOUBLE JEAPORDY, $40.00 PER SINGLE FORMAT.  ANY NEW MEMBERS WHO ARE NOT PAID WILL NOT BE ADDED TO THE ROSTER.  IF THE TEAM PLAYED AN UNPAID MEMBER IT WILL NOT BE RECOGNIZED AND THUS CONSIDERED A FORFEIT.

a.)    DOUBLE FORFEITS IN DOUBLE JEOPARDY - TEAMS ARE NOT   ALLOWED TO GIVE FORFEIT POINTS, (EXAMPLE: ONE TEAM GIVES FORFEIT POINTS TO THE OTHER IN 8 BALL,  AND THE OPPOSING TEAM GIVES THE OTHER TEAM  FORFEIT POINTS IN 9 BALL)  FOR DOUBLE JEOPARDY, EITHER ONE TEAM FORFEITS BOTH FORMATS,  OR IF NEITHER TEAM HAS ENOUGH PLAYERS TO PLAY , OR CANNOT PLAY DUE TO SKILL LEVELS, IT WILL BE A DOUBLE FORFEIT AND NEITHER TEAM GETS ANY POINTS FOR  THE FORFEITS.

b.)   DELIBERATE FORFEITS – WILL NOT BE TOLERATED. THE OPPOSING TEAM WILL RECEIVE 3 POINTS INSTEAD OF 2 FOR A DELIBERATE FORFEIT PER SET, AND THE TEAM THAT ACTUALLY FORFEITS WILL RECEIVE 0 POINTS PER MATCH. (DELIBERATE MEANING: EXAMPLE, IT’S LATE AND THEY JUST DON’T WANT TO PLAY THE MATCH). THIS RULE DOES NNOT APLLY FOR ALL 5 SETS, OVERALL FORFEIT POINTS AWARDED FOR A TEAM NOT SHOWING UP IS 8 POINTS PLUS 1 BONUS POINT IF THE PAPERWORK AND FEES ARE TURNED IN ON TIME.

  1. AVOIDING FORFEITS - A PLAYER AT SKILL LEVEL 4 OR LOWER WILL BE ALLOWED TO PLAY TWICE IN A REGULAR SESSION MATCH (HOW-EVER, ANY PLAYER PLAYING TWICE, CAN ONLY PLAY TWICE 4 TIMES A SESSION).  IT IS THE INDIVIDUAL TEAMS RESPONSIBILITY NOT TO PLAY THE SAME PLAYER TWICE MORE THAN 4 TIMES PER SESSION.  A VIOLATION OF THIS MAY RESULT IN A FORFEIT OF THE 2ND PLAYED SET. THIS RULE IS MEANT TO HELP TEAMS STRUGGLING TO MAINTAIN A FULL ROSTER, NOT FOR THE PURPOSES OF POINTS PROBLEMS. TEAMS THAT ARE DISCOVERED ABUSING THIS PRIVILEGE MAY BE EXEMPT FROM USING THIS RULE.  A TEAM THAT HAS LESS THAN 5 PLAYERS PRESENT WILL BE ALLOWED TO PLAY A PLAYER TWICE.  TEAMS ARE NOT REQUIRED TO ALLOW MORE THAN ONE PLAYER TO PLAY TWICE IN A MATCH.  IF ANY QUALIFIED PLAYER (SKILL LEVEL 4 OR LOWER) LEAVES, THE OPPOSING TEAM MAY DEEM THE REMAINING PLAYERS INELIGIBLE TO PLAY.

a.)    THE OPPOSING TEAM WILL CHOOSE WHICH PLAYER WILL PLAY TWICE (FOR CONTINUOUS PLAY PURPOSES, CHOOSING TEAM MAY NOT CHOOSE PLAYER PLAYING IN OTHER FORMAT , FOR DOUBLE JEOPARDY DIVISIONS ONLY) AND MAY NOT CHOOSE A PLAYER THAT FORCES A TEAM TO BREAK THE 23 RULE.

b.)   ONCE DETERMINED A TEAM MUST PLAY A PLAYER TWICE AND THEN OTHER TEAM MEMBERS ARRIVE, THE OPPOSING TEAM MAY DECLARE LATE ARRIVALS INELIGIBLE TO PLAY. 

c.)    TEAMS ARE ONLY ALLOWED TO PLAY EACH QUALIFIED (SKILL LEVEL 4 OR LOWER) PLAYER TWICE 4 TIMES DURING SESSION. VIOLATION OF THIS RULE COULD RESULT IN A FORFEIT.

d.)   TEAM THAT ARE QUALIFIED FOR VEGAS MUST BEGIN THEIR PRE-MATCHES BEFORE THEY LEAVE FOR VEGAS DUE TO THE NO FULL TEAM RE-SCHEDULED MATCHES IN THE LAST 4 WEEKS OF THE SESSION

  1. RE-SCHEDULED PLAY - IF BOTH TEAM CAPTAINS AGREE, A TEAM MATCH MAY BE RE-SCHEDULED FOR A DIFFERENT NIGHT.  THE LEAGUE OFFICE AND THE OPPOSING TEAM SHOULD BE GIVEN 24 HOURS NOTICE (WITH THE EXCEPTION OF AN EMERGENCY THAT WOULD NOT ALLOW A TEAM TO GIVE 24 HOURS NOTICE). THE LEAGUE OFFICE IS NOT RESPONSIBLE FOR NOTIFICATION OF A REQUEST TO RE-SCHEDULE.  THE RE-SCHEDULED MATCH IS TO BE PLAYED WITHIN 2 WEEKS OF THE ORIGINAL PLAY DATE. THERE WILL BE NO RE-SCHEDULED MATCHES PLAYED DURING THE LAST 4 WEEKS OF A SESSION, WITHOUT PRIOR APPROVAL FROM THE OFFICE.
  2. FEES - WEEKLY FEES ARE $40.00 PER TEAM, PER NIGHT, AND DOUBLE JEOPARDY DIVISIONS ARE $40.00 PER TEAM, PER NIGHT, PER FORMAT. INDIVIDUAL FORFEITS ARE NOT EXCLUDED FROM THIS FEE.  ALL FORFEITS MUST BE PAID FOR!

a.)    RETURNED CHECK FEES ARE $25.00 PER REFUSAL FROM BANK.  ANY TEAM THAT OWES PAST DUES OR FEES FOR RETURNED CHECKS, WILL NOT BE ALLOWED TO PARTICIPATE IN END OF SESSION TOURNAMENTS, OR ANY HIGHER LEVEL EVENT, UNTIL ALL PAST DUES AND FEES ARE PAID IN FULL.  ALL PAST DUES AND/OR FEES MUST BE PAID PRIOR TO THE LAST WEEK OF THE SESSION, UNLESS PRIOR ARRANGEMENTS HAVE BEEN MADE WITH THE LOCAL LEAGUE OFFICE. NO BONUS POINTS WILL BE AWARDED IF A TEAM HAS A PAST DUE BALANCE, AND ONCE THE BALANCE IS PAID, YOU DO NOT RECEIVE PRIOR BONUS POINTS LOST.

  1.  TIME-OUTS - THE PLAYER (TEAM) CALLING THE TIME OUT STILL CONTROLS THE TABLE.  THE OPPOSING COACH, OR PLAYER (BUT NOT BOTH) MAY APPROACH THE TABLE, BUT NOT INTERFERE WITH THE PLAYER TAKING THE TIME OUT. TIME OUTS SHOULD NOT LAST MORE THAN 60 SECONDS.
  2.  SHOOTER CONTROLS THE TABLE - THE SHOOTER HAS THE RIGHT TO REQUEST ANY PLAYER TO MOVE IF THEY FEEL IT WOULD BE A DISTRACTION FOR THEIR SHOT. AND THE OPPOSING PLAYER OR PLAYERS ARE REQUIRED TO MOVE.
  3. SKIPPING A SET- (DOUBLE JEOPARDY ONLY) ONCE PER TEAM, PER NIGHT, A SET MAY BE SKIPPED DUE TO A PLAYER PLAYING IN THE OPPOSITE FORMAT. THE SET MUST BE PLAYED BY THE PLAYERS WHO WERE CALLED WHEN THE SET WAS SKIPPED. THIS APPLIES TO SETS 1-4 IN REGULAR SESSION PLAY. DOES NOT APPLY TO CROSS OVER DIVISION.
  4.  CHANGING PLAYERS - NEITHER TEAM MAY CHANGE THEIR PLAYER ONCE BOTH PLAYERS HAVE BEEN CHOSEN TO PLAY A MATCH, UNLESS THE 23 RULE IS IN JEOPARDY OF BEING BROKEN.
  5.  INADVERTENT CONTACT - IF A SHOOTER IS BUMPED, CAUSING CONTACT WITH THE CUE BALL, THE CUE BALL WIL BE PLACED BY MUTUAL AGREEMENT, IN IT'S ORIGINAL LOCATION, AND THE SHOOTER WILL CONTINUE THE SHOT. THIS IS NOT A FOUL.
  6.  23 RULE VIOLATION - IT IS NEVER OK TO BREAK THE 23 RULE. IF A TEAM BREAKS THE 23 RULE,  THE OPPOSING TEAM WILL RECEIVE ALL POINTS EARNED PRIOR TO THE 23 RULE VIOLATION, AND FORFEIT POINTS AWARDED FOR THE REMAINING MATCHES. THE TEAM THAT VIOLATES THE 23 RULES WILL RESULT IN A LOSS OF ALL POINTS (EXCEPT FOR THE BONUS POINTS IF PAPERWORK AND FEES ARE CORRECT) AND WILL BE REQUIRED TO PAY ALL FEES. 
  7.  MATCHES NEEDED TO QUALIFY FOR NEW PLAYERS ONLY: TEAMS WHO HAVE A NEW PLAYER WITH 10 MATCHES OR LESS, THEY WILL NEED 6 MATCHES TO QUALIFY FOR THE TRI-ANNUALS. ESTABLISHED PLAYERS WITH 20 MATCHES OR MORE WILL ONLY NEED 4 MATCHES PLAYED FOR THE SESSION TO QUALIFY FOR THE TRI-ANNUALS.  IF YOU HAVE A PLAYER IN QUESTION, IT IS YOUR RESPONSIBILITY TO CALL THE LOCAL OFFICE, SO WE CAN DETERMINE HOW MANY MATCHES THE PLAYER WILL NEED TO QUALIFY.  WQ QUALIFIED TEAMS NEW PLAYERS MUST HAVE 10 MATCHES PLAYED TO QUALIFY FOR THE WQ FOR THE SESSION.

a.)    ESTABLISHED PLAYERS WILL NEED 10 MATCHES IN THE LAST 2 YEARS TO QUALIFY FOR THE WQ AND MUST HAVE THEIR 4 MATCHES PLAYED FOR EACH SESSION. 

  1. MASSE & JUMP SHOTS - THE BAR RULES CONCERNING THESE SHOTS WILL APPLY.  IT IS THE PLAYERS RESPONSIBILITY TO KNOW WHAT THOSE RULES ARE.  IF A LOWER SKILL LEVEL PLAYER SUCCESSFULLY EXECUTES THESE SHOTS, SKILL LEVEL WILL BE REVIEWED.  MASSE AND JUMP SHOTS ARE ALLOWED AT THE DISCRETION OF THE BAR.  IF THE BAR ALLOWS IT, THEN IT'S OK.  SO BE SURE TO CHECK WITH THE BAR YOU PLAY IN TO SEE IF MASSE AND JUMP SHOTS ARE ALLOWED.  JUMP SHOTS CANNOT BE MADE WITH A SPECIALTY CUE.  YOU MUST USE YOUR PLAYING CUE AND NO BREAKING DOWN YOUR CUE TO JUMP. THERE IS NO PUSH SHOT IN OPEN 9 BALL.
  2. REFUSAL TO DO BUSINESS WITH - AT ANY TIME, AT THE SOLE DISCRETION OF THE LEAGUE OPERATOR, FIRST COAST APA CAN REFUSE TO DO BUSINESS WITH ANY INDIVIDUAL REGARDLESS OF WHETHER THE INDIVIDUAL’S APA MEMBERSHIP IS IN GOOD STANDING. MOST OFTEN, PLAYERS WHO ARE UNWELCOME IN THE LEAGUE WILL BE THOSE WHO ARE DISRUPTIVE TO THE LEAGUE, REPEATEDLY COMPLAIN ABOUT HANDICAPS OR WHO OTHERWISE DERIDE THE LEAGUE IN PUBLIC.

 THESE BYLAWS HAVE BEEN APPROVED BY THE APA NATIONAL OFFICE AND MAY REPLACE RULES COVERED IN THE RULE BOOK FOR LOCAL LEAGUE PLAY ONLY. (BYLAWS SUPERCEDE THE RULE BOOK DURING REGULAR SESSION PLAY ONLY)

ALL BYLAWS ARE SUBJECT TO REVIEW BY THE BOARD OF GOVERNORS & LEAGUE OPERATOR, IN CASE OF DISPUTES, ON PER CASE BASIS. ANY MEMBER OF THE BOARD OF GOVERNORS WILL NOT BE ALLOWED TO RULE IN A DISPUTE INVOLVING THEIR DIVISION.

THE 1ST PLACE TEAM OF EACH DIVISION WILL QUALIFY FOR THE WQ (WORLD QUALIFIER) TOURNAMENT. DIVISIONS WITH 11 TEAMS OR MORE WILL QUALIFY 1ST AND 2ND TO THE WQ. THE TOP 4 TEAMS IN THE TRI-ANNUAL TOURNAMENT MAY ALSO QUALIFY FOR THE WQ. 

  1. WQ QUALIFIED TEAMS - ANY TEAM QUALIFYING FOR THE WQ MUST FINISH IN THE TOP HALF OF THEIR DIVISION IN EVERY SESSION AFTER QUALIFICATION.  TEAMS THAT DO NOT WILL BE REVIEWED.  ANY TEAM ADVANCING TO THE NATIONAL TOURNAMENT MUST KEEP THEIR PLAYERS ACTIVE DURING THE SUMMER SESSION.  DURING THE SPRING SESSION QUALIFIED TEAMS HAVE 4 WEEKS TO ADD AND REMOVE PLAYERS,  AFTER THE 4TH WEEK, THE ROSTERS ARE FROZEN,  CANNOT ADD OR DROP A PLAYER AFTER THE 4TH WEEK.  ANY CHANGES MADE TO A QUALIFIED TEAMS ROSTER AFTER THE 4TH WEEK WILL RESULT IN LOSS OF QUALIFICATION FOR THE WQ. 
  1. FORFEITS - PLAY MAY BEGIN WITH 1 PLAYER PRESENT, AND MUST BE CONTINUOUS PLAY, THERE IS NO GRACE PERIOD BETWEEN SETS. A TEAM WILL RECEIVE 12 POINTS FOR EACH INDIVIDUAL SET WHEN THE OTHER TEAM DOES NOT HAVE ENOUGH PLAYERS TO PLAY. BYES & FULL TEAM FORFEITS = 60 POINTS. ANY SET THAT HAS BEGUN AND THEN IS INTENTIONALLY FORFEITED WILL BE A 20/0 FORFEIT. "5 BONUS" POINTS WILL ALSO BE AWARDED IF ALL PAPERWORK & FEES ARE CORRECT AND TURNED IN ON TIME.  ANY TEAM THAT FORFEITS AN ENTIRE NIGHTS MATCH DURING THE LAST 2 WEEKS OF A SESSION, MAY NOT BE ELIGIBLE FOR END OF SESSION TOURNAMENTS.  ANY PARTIAL MATCH PLAYED MUST BE PAID IN FULL BEFORE ANY POINTS OR PLAY WILL BE RECOGNIZED, $40.00 PER FORMAT IN DOUBLE JEOPARDY, $40.OO PER SINGLE FORMAT.  ANY NEW MEMBERS WHO ARE NOT PAID WILL NOT BE ADDED TO THE ROSTER.  IF THE TEAM PLAYED AN UNPAID MEMBER IT WILL NOT BE RECOGNIZED AND THUS CONSIDERED A FORFEIT.

a.)    DOUBLE FORFEITS IN DOUBLE JEOPARDY - TEAMS ARE NOT ALLOWED TO GIVE FORFEIT POINTS, (EXAMPLE: ONE TEAM GIVES FORFEIT POINTS TO THE OTHER IN 8 BALL,  AND THE OPPOSING TEAM GIVES THE OTHER TEAM, TEAM FORFEIT POINTS IN 9 BALL)  FOR DOUBLE JEOPARDY, EITHER ONE TEAM FORFEITS BOTH FORMATS,  OR IF NEITHER TEAM HAS ENOUGH PLAYERS TO PLAY , OR CANNOT PLAY DUE TO SKILL LEVELS, IT WILL BE A DOUBLE FORFEIT AND NEITHER TEAM GETS ANY POINTS FOR  THE FORFEITS.

b.)   DELIBERATE FORFEITS - WILL NOT BE TOLERATED. THE OPPOSING TEAM WILL RECEIVE 20 POINTS INSTEAD OF 12 FOR A DELIBERATE FORFEIT PER SET, AND THE TEAM THAT ACTUALLY FORFEITS WILL RECEIVE ZERO POINTS PER MATCH. (DELIBERATE MEANING: EXAMPLE, IT'S LATE AND THEY JUST DONT WANT TO PLAY THE MATCH). THIS RULE DOES NOT APPLY FOR ALL 5 SETS, OVERALL FORFEIT POINTS AWARDED FOR A TEAM NOT SHOWING UP IS 60 POINTS PLUS 5 BONUS POINTS IF THE PAPERWORK AND FEES ARE TURNED IN ON TIME.

  1. AVOIDING FORFEITS - A PLAYER AT SKILL LEVEL 4 OR LOWER WILL BE ALLOWED TO PLAY TWICE IN A REGULAR SESSION MATCH (HOWEVER, ANY PLAYER PLAYING TWICE ,  CAN ONLY PLAY TWICE 4 TIMES A SESSION).  IT IS THE INDIVIDUAL TEAMS RESPONSIBILITY NOT TO PLAY THE SAME PLAYER TWICE MORE THAN 4 TIMES PER SESSION.  A VIOLATION OF THIS MAY RESULT IN A FORFEIT OF THE 2ND PLAYED SET. THIS RULE IS MEANT TO HELP TEAMS STRUGGLING TO MAINTAIN A FULL ROSTER, NOT FOR THE PURPOSES OF POINTS PROBLEMS. TEAMS THAT ARE DISCOVERED ABUSING THIS PRIVILEGE MAY BE EXEMPT FROM USING THIS RULE.  A TEAM THAT HAS LESS THAN 5 PLAYERS PRESENT WILL BE ALLOWED TO PLAY A PLAYER TWICE.  TEAMS ARE NOT REQUIRED TO ALLOW MORE THAN ONE PLAYER TO PLAY TWICE IN A MATCH.  IF ANY QUALIFIED PLAYER (SKILL LEVEL 4 OR LOWER) LEAVES, THE OPPOSING TEAM MAY DEEM THE REMAINING PLAYERS INELIGIBLE TO PLAY.

a.)    THE OPPOSING TEAM WILL CHOOSE WHICH PLAYER WILL PLAY TWICE. (FOR CONTINUOUS PLAY PURPOSES, CHOOSING TEAM MAY NOT CHOOSE PLAYER PLAYING IN OTHER FORMA , FOR DOUBLE JEOPARDY DIVISIONS ONLY,  AND MAY NOT CHOOSE A PLAYER THAT FORCES A TEAM TO BREAK THE 23 RULE.

b.)   ONCE DETERMINED A TEAM MUST PLAY A PLAYER TWICE  AND THEN OTHER TEAM MEMBERS ARRIVE, THE OPPOSING TEAM MAY DECLARE LATE ARRIVALS INELIGIBLE TO PLAY.

c.)    TEAMS ARE ONLY ALLOWED TO PLAY EACH QUALIFIED (SKILL LEVEL 4 OR LOWER) PLAYER TWICE 4 TIMES DURING A SESSION. VIOLATION OF THIS RULE COULD RESULT IN A FORFEIT.

d.)   TEAMS THAT ARE QUALIFIED FOR VEGAS MUSR BEGIN THEIR PRE-MATCHES BEFORE THEY LEAVE FOR VEGAS DUT TO THE NO FULL TEAM RE-SCHEDULED MATCHES IN THE LAST 4 WEEKS OF THE SESSION.

  1. RE-SCHEDULED PLAY - IF BOTH TEAM CAPTAINS AGREE, A TEAM MATCH MAY BE RE-SCHEDULED FOR A DIFFERENT NIGHT.  THE LEAGUE OFFICE AND THE OPPOSING TEAM SHOULD BE GIVEN 24 HOURS NOTICE (WITH THE EXCEPTION OF AN EMERGENCY THAT WOULD NOT ALLOW A TEAM TO GIVE 24 HOURS NOTICE). THE LEAGUE OFFICE IS NOT RESPONSIBLE FOR NOTIFICATION OF A REQUEST TO RE-SCHEDULE.  THE RE-SCHEDULED MATCH IS TO BE PLAYED WITHIN 2 WEEKS OF THE ORIGINAL PLAY DATE. THERE WILL BE NO RE-SCHEDULED MATCHES PLAYED DURING THE LAST 4 WEEKS OF A SESSION, WITHOUT PRIOR APPROVAL FROM THE OFFICE.
  2. FEES - WEEKLY FEES ARE $40.00 PER TEAM, PER NIGHT, AND DOUBLE JEOPARDY DIVISIONS ARE $40.00 PER TEAM, PER NIGHT, PER FORMAT. INDIVIDUAL FORFEITS ARE NOT EXCLUDED FROM THIS FEE.

a.)    RETURNED CHECK FEES ARE $25.00 PER REFUSAL FROM BANK.  ANY TEAM THAT OWES PAST DUES, OR FEES FOR RETURNED CHECKS, WILL NOT BE ALLOWED TO PARTICIPATE IN END OF SESSION TOURNAMENTS, OR ANY HIGHER-LEVEL EVENT, UNTIL ALL PAST DUES AND FEES ARE PAID IN FULL. ALL PAST DUES AND/OR FEES MUST BE PAID PRIOR TO THE LAST WEEK OF THE SESSION, UNLESS PRIOR ARRANGEMENTS HAVE BEEN MADE WITH THE LOCAL LEAGUE OFFICE. NO BONUES POINTS WILL BE AWARDED IF A TEAM HAS A PAST DUE BALANCE, AND ONCE THE BALANCE IS PAID, YOU DO NOT RECEIVE PRIOR BONUS POINTS LOST.

  1.  TIME-OUTS - THE PLAYER (TEAM) CALLING THE TIME OUT STILL CONTROLS THE TABLE.  THE OPPOSING COACH, OR PLAYER (BUT NOT BOTH) MAY APPROACH THE TABLE, BUT NOT INTERFERE WITH THE PLAYER TAKING THE TIME OUT. TIME OUTS SHOULD NOT LAST MORE THAN 60 SECONDS.
  2.  SHOOTER CONTROLS THE TABLE - THE SHOOTER HAS THE RIGHT TO REQUEST ANY PLAYER TO MOVE IF THEY FEEL IT WOULD BE A DISTRACTION FOR THEIR SHOT.  THE OPPOSING PLAYER OR PLAYERS ARE REQUIRED TO MOVE.
  3. SKIPPING A SET – (DOUBLE JEOPARDY ONLY) ONCE PER TEAM, PER NIGHT, A SET MAY BE SKIPPED DUE TO A PLAYER PLAYING IN THE OPPOSITE FORMAT. THE SET MUST BE PLAYED BY THE PLAYERS WHO WERE CALLED WHEN THE SET WAS SKIPPED. THIS APPLIES ONLY TO SETS 1-4 IN REGULAR SESSION PLAY. DOES NOT APPLY TO CROSS OVER DIVISION.
  4.  CHANGING PLAYERS - NEITHER TEAM MAY CHANGE THEIR PLAYER ONCE BOTH PLAYERS HAVE BEEN CHOSEN TO PLAY A MATCH, UNLESS THE 23 RULE IS IN JEOPARDY OF BEING BROKEN.
  5.  INADVERTENT CONTACT - IF A SHOOTER IS BUMPED, CAUSING CONTACT WITH THE CUE BALL, THE CUE BALL WIL BE PLACED BY MUTUAL AGREEMENT, IN IT'S ORIGINAL LOCATION, AND THE SHOOTER WILL CONTINUE THE SHOT. THIS IS NOT A FOUL.
  6.  23 RULE VIOLATION - IT IS NEVER OK TO BREAK THE 23 RULE. IF A TEAM BREAKS THE 23 RULE, THE OPPOSING TEAM WILL RECEIVE ALL POINTS EARNED PRIOR TO THE 23 RULE VIOLATION, AND FORFEIT POINTS AWARDED FOR THE REMAINING MATCHES. THE TEAM THAT VIOLATES THE 23 RULES WILL RESULT IN A LOSS OF ALL POINTS (EXCEPT FOR THE BONUS POINTS IF PAPERWORK AND FEES ARE CORRECT) AND WILL BE REQUIRED TO PAY ALL FEES. 
  7.  MATCHES NEEDED TO QUALIFY FOR NEW PLAYERS ONLY: TEAMS WHO HAVE A NEW PLAYER WITH 10 MATCHES OR LESS, THEY WILL NEED 6 MATCHES TO QUALIFY FOR THE TRI-ANNUALS. ESTABLISHED PLAYERS WITH 20 MATCHES OR MORE WILL ONLY NEED 4 MATCHES PLAYED FOR THE SESSION TO QUALIFY FOR THE TRI-ANNUALS.  IF YOU HAVE A PLAYER IN QUESTION, IT IS YOUR RESPONSIBILITY TO CALL THE LOCAL OFFICE, SO WE CAN DETERMINE HOW MANY MATCHES THE PLAYER WILL NEED TO QUALIFY. WQ QUALIFIED TEAMS NEW PLAYERS MUST HAVE 10 MATCHES PLAYED TO QUALIFY FOR THE WQ FOR THE SESSION.

a.)    ESTABLISHED PLAYERS WILL NEED 10 MATCHES IN THE LAST TWO YEARS TO QUALIFY FOR THE WQ AND MUST HAVE THEIR 4 MATCHES PLAYED FOR EACH SESSION.

  1.  PUSH OUT:  EFFECTIVE IMMEDIATELY ALL UPPER SKILL LEVEL PLAYERS, 6 AND HIGHER, WILL BE ALLOWED TO PUSH AFTER THE BREAK IN MASTERS DIVISIONS ONLY.  YOU MUST HAVE 2 UPPER LEVEL PLAYERS PLAYING EACH OTHER.  NO PLAYER UNDER A SKILL LEVEL 6 WILL BE ALLOWED TO PUSH.

· UPPER LEVEL PLAYERS ONLY ALLOWED TO PUSH SL 6,7,8,9

· BOTH PLAYERS MUST BE UPPER LEVEL PLAYERS.  IF ONE PLAYER IS A SL-6 OR HIGHER AND THE OTHER PLAYER IS A SL-5 OR LOWER, THEN NO PUSH IS ALLOWED BY EITHER PLAYER.

· PUSH IS ONLY ALLOWED AFTER THE BREAK

· YOUR OPPONENT CAN EITHER TAKE THE SHOT AFTER THE PUSH OR GIVE THE SHOT BACK T YOU

· YOU MUST ANNOUNCE TO YOUR OPPONENT THAT YOU ARE GOING TO PUSH 

  1.  MASSE & JUMP SHOTS - THE BAR RULES CONCERNING THESE SHOTS WILL APPLY.  IT IS THE PLAYERS RESPONSIBILITY TO KNOW WHAT THOSE RULES ARE.  IF A LOWER SKILL LEVEL PLAYER SUCCESSFULLY EXECUTES THESE SHOTS,  SKILL LEVEL WILL BE REVIEWED.  MASSE AND JUMP SHOTS ARE ALLOWED AT THE DISCRETION OF THE BAR.  IF THE BAR ALLOWS IT, THEN IT'S OK.  SO BE SURE TO CHECK WITH THE BAR YOU PLAY IN TO SEE IF MASSE AND JUMP SHOTS ARE ALLOWED.  JUMP SHOTS CANNOT BE MADE WITH A SPECIALTY CUE.  YOU MUST USE YOUR PLAYING CUE AND NO BREAKING DOWN YOUR CUE TO JUMP. THERE IS NO PUSH SHOT IN OPEN 9 BALL.
  2. REFUSAL TO DO BUSINESS WITH- AT ANY TIME, AT THE SOLE DISCRETION OF THE LEAGUE OPERATOR, FIRST COAST APA CAN REFUSE TO DO BUSINESS WITH ANY INDIVIDUAL REGARDLESS OF WHETHER THE INDIVIDUAL’S APA MEMBERSHIP IS IN GOOD STANDING. MOST OFTEN, PLAYERS WHO ARE UNWELCOME IN THE LEAGUE WILL BE THOSE WHO ARE DISRUPTIVE TO THE LEAGUE, REPEATEDLY COMPLAIN ABOUT HANDICAPS OR WHO OTHERWISE DERIDE THE LEAGUE IN PUBLIC. 

THESE BYLAWS HAVE BEEN APPROVED BY THE APA NATIONAL OFFICE AND MAY REPLACE RULES COVERED IN THE RULE BOOK FOR LOCAL LEAGUE PLAY ONLY. (BYLAWS SUPERCEDE THE RULE BOOK DURING REGULAR SESSION PLAY ONLY)

ALL BYLAWS ARE SUBJECT TO REVIEW BY THE BOARD OF GOVERNORS & LEAGUE OPERATOR, IN CASE OF DISPUTES, ON PER CASE BASIS. ANY MEMBER OF THE BOARD OF GOVERNORS WILL NOT BE ALLOWED TO RULE IN A DISPUTE INVOLVING THEIR DIVISION.
